design documents meet their depth requirements; For non municipal
projects, the depth shall be based on the preliminary design
documents of municipal public works. 2. Time: Complete the
preliminary design within the specified time. 3. Quality: The
content is comprehensive and in-depth, with the latest standards,
regulations, and laws adopted. The process and design parameters
are in line with the actual water quality of the project, and the
structural building electrical design meets the process and actual
operational requirements; There are no mandatory clauses that
violate mandatory requirements such as "should, must, and should
not". 4. Cost: Meet the depth and quality requirements of design
budget preparation; Cost and cost fully consider market conditions

2.5%; 5-10 million, charged at 2.0%; 10 to 30 million yuan, charged
at 1.5%, and over 30 million yuan charged at 1.0%; Set a complexity
coefficient of 0.7-2.0 for difficulty and adjust the charging ratio
based on the project.
